RESA Law and CPE

Real estate brokers are asking about the RESA Law (RA 9646) and the required Continuing Professional Education (CPE) units…

If you review Section 20 of the consultative draft of the RESA Law IRR, you’ll get more info about “Registration Without Examination”

Were you already a licensed real estate broker as of July 31, 2009?

If you were, then you can still register as a licensed real estate broker via the PRC without having to take the PRC’s real estate broker’s licensure examination. But you need to comply with other requirements:

  • You’re an active licensee – 15 units (CPE)
  • You did not renew your expired license in July 2009 – 24 CPE credit units
  • You passed the May 2009 exams, but did not get your license by July 31, 2009 – 12 units (CPE)
  • You passed the May 2008 exams, but did not get your license by July 31, 2009 – 15 CPE credit units

Deadline for taking the required CPE credit units: July 31, 2011

Otherwise, you will need to take the real estate brokers’ licensure exam (under the PRC).

Some questions still have to be answered…

What happens to people who passed exams earlier than May 2008, but did not secure their license by July 31, 2009?

The IRR is silent, and I’m not a lawyer, but you might fall under “did not renew your expired license in July 2009”, hence, you will need to take 24 CPE credit units. Please note that this is just a guess.

What exactly is One CPE Credit Unit?

There are some groups who are currently offering 24 CPE credit units, and from their sked, it looks like 1 CPE Credit Unit is equal to 1 hour.

In other words, the 24 CPE package will run for 24 hours, and is usually split into two, 12-hour days. Maybe this is being done so that the organizers can save on food and venue costs.

I don’t know what kind of learning will take place in one 12-hour marathon session, which means you will need to review outside those two days if you really wish to retain what you have learned.

On the bright side, even with the looming July 31, 2011 deadline (for those who do not wish to take the real estate brokers’ exam all over again), you can find time to earn even as much as 24 CPE credit units.

Just take note, however, that people offering CPE courses usually offer it just once a month.

So please plan your time accordingly.

Bottomline: Just bite the bullet and earn your 24 CPE credit units. Budget around P3,500 to P4,500 for the course, and two days (or one entire weekend) of your life.

Perhaps, in the future, as more groups start offering CPE classes, you’ll find six, 4-hour sessions offered for around the same price as the two-day marathons.

In the meantime, prepare yourself.

UPDATE: We got in touch with other CPE providers (non-REBAP), and they said they are still waiting for CPE guidelines from the PRC. There was one REBAP CPE provider who said they got accredited by the PRC, so they’re now offering CPE credit units.

I’m waiting for the PRC to publish a list of accredited CPE providers, though, just to be on the safe side.

    I got my license in 1999. I have the original copy of my DTI/HLURB certification. pls suggest to me accredited cpe providers in makati and their schedules so i can attend and take the 24 cpe units. i understand there are no accredited cpe providers near my area. thanks.

    I passed the real estate brokers exam in 1999. My last renewal of my license was in 2001. I need to know how many cpe units required in order for registration with prc. Am from Negros Oriental. Are there cpe providers near my province? Thanks

    [From the Admin] You need 24 CPE credit units. (We’re assuming you got your license in 1999.)

    We haven’t received any announcements yet from CPE Seminar providers in your area.

    Here’s Section 20, Subsection a(2) of the RESA Law IRR (RA 9646):

    2. Those who failed to renew their DTI License prior to 30 July 2009 but who have earned twenty-four (24) CEP credit units from accredited service providers as per M.O. 39 or CPE credit units from CPE Council Accredited Provider from 2007 to July 30, 2011;

    Do you have a lsts of CPE providers? I am from Leyte. Is it possible that there will be CPE providers in Leyte or Cebu.
